The 22-year-old man was caught going 145km/h in an 80km/h zone on Drakeford Drive in Tuggeranong early on Saturday.
The incident has driven home police frustrations at speeding in Canberra, and police reminded drivers "speed limits are not optional".
Acting Officer-in-charge Station Sergeant Ken Hedges said driving at those speeds was risky with the possibility of wildlife on the road, broken down cars or other drivers in general.
"It is not acceptable to put other people's lives at risk because you are reckless and ignorant," Sergeant Hedges said.
The P-plater was fined $1831 and gained six demerit points.
