A driver who allegedly performed burnouts on Canberra's London Circuit without headlights on Tuesday night has been charged by police.

The 23-year-old Kambah man allegedly failed to stop when directed to by ACT Policing, who were called to Civic after multiple reports of a green Hyundai Excel driving dangerous about 9pm.
It took about 20 minutes for police to force the car to come to a stop and arrest the driver.
Another man was a passenger in the car at the time.
ACT Policing's Officer in Charge Traffic Acting Station Sergeant Ken Hedges said the driver showed a "blatant disregard for the lives of every other driver on the roads, every pedestrian nearby, his passenger and himself".
"The Canberra community does not accept this sort of reckless driving behaviour on our roads – when they see it, they will report it and police will remove those drivers from our roads," he said.
He is expected to appear before the ACT Magistrates Court on Wednesday morning charged with failing to stop, dangerous and reckless driving and driving with intent to menace.
