ACT Policing revealed last month it was investigating the suspected murder of Safa, who died as a result of blunt force trauma and internal bleeding on April 30.
A post mortem examination revealed the fatal injuries had been caused by another person.
On Monday, police published CCTV footage showing Safa and another child accompanied by a woman on Sturt Avenue, Narrabundah, about 9.40am on Sunday, April 29.
Police are not treating the woman as a suspect, but believe she might be able to provide information about Safa's movements in the day before she died.
Two people - not including the woman - were responsible for Safa's care during the time of her suspected murder, police said.
Police published footage last month of Safa at 8.40am on the day she died. It showed the toddler and another child on a bus accompanied by an adult.
Safa appeared uninjured and was seen waving to the driver as she hopped off the bus on Stuart Street, Griffith.
She was taken to Canberra hospital about 1.50pm that day and died despite resuscitation attempts.
