Bowls clubs in the ACT, Victoria, Tasmania and Queensland remain closed.

Meanwhile, bowls clubs in the Northern Territory, Western Australia and South Australia have reopened.

Bowls clubs in NSW are now able to open "at their own risk".

These states can run practice sessions, also known as 'roll ups', and are following strict social distancing restrictions.

ACT Bowls executive officer Kate Lyttle said they were following the direction of the ACT government, which is expected to announce some COVID-19 restrictions on Friday.

"We are not endorsing any aspect of lawn bowls," she said.

"That's in in conjunction with our national body, Bowls Australia.

"The ACT government itself has not made the same relaxations on restrictions that Western Australia, the NT and South Australia have."

"We are doing our best to abide by the advice we have been given from our key bodies."

Mr Walters thinks it is odd he can still play golf while he cannot play lawn bowls.

"[Golf clubs] came up with ideas and regulations where you went to the club on your own, you can only use one cart each, one cart per golfer, common sense prevailing," he said.

"There is no reason that [people couldn't] book a rink, with a rink space between, and do a roll-up."

Ms Lyttle said 70 per cent of bowlers were over 70, and this was a factor for the inconsistency between golf and lawn bowls restrictions.

"if you are making the comparison of why golf but not bowls, well it's probably the golf is the questionable one - not us," she said.

Ms Lyttle said she understood the frustration of bowlers unable to play.

"[For] a lot of our bowlers this is their major social outlet, it's a major way of exercising, it's a major way of using your brains," she said.

"All the things you need to be a healthy person are met through playing bowls, so it's quite significant for our population."

Ms Lyttle was hopeful lawn bowls clubs would reopen soon.

"It's imminent. Some form or another of more formalised bowls can't be far away," she said.
