NSW Ambulance Paramedics responded to reports a person was struggling just before 3pm on Sunday.
Local surfers were assisting the 59-year-old man as paramedics arrived.
Lifeguards and paramedics initiated CPR until the Critical Care paramedic and doctor arrived on scene.
The man was unable to be revived.
Police will prepare a report for the coroner.
