ACT Policing said the scammers had been giving their targets false names and police badge numbers, before telling them they had an outstanding tax debt.
The callers then told the target they had to pay the debt to avoid being arrested, requesting their bank account details in order to make an immediate transfer.
Acting Superintendent Jason Kennedy said police would never call to ask for, or provide, bank account details.
"If you receive a call like this, do not transfer any money," he said.
"Take note of the phone number calling you and report the incident.
"It is also important to talk to elderly or vulnerable people about these scams to help them avoid becoming victims."
Anyone with information on these types of incidents is urged to contact Crime Stoppers on 1800 333 000, or via the Crime Stoppers ACT website.
