In a statement this week, general manager of Allied Natural Wood Exports Kel Henry said ANWE and Boral were jointly looking to maximise the value of the region's timber resource as well as create jobs through the project.
He said the DA would also include a briquet plant that will focus on waste utilisation.
"The application of new technologies underpinning this operation will bring a large scale of innovation to the region," Mr Henry said.
"The new hub will include a separate log optimising facility that can recover very short logs from existing pulpwood streams at the ANWE woodchip mill at Edrom Road, to augment the volume of the quota sawlog component.
"Additionally, we are in the process of identifying systems that will use the sawdust and residues from the sawmill and existing wood chipping operations."
Mr Henry said he was grateful for the support ANWE and its operations have received over the years, and thanked his workforce "of over 120 employees, contractors - over 230 currently used - and the Eden region as a whole".
Mr Henry said delivery of the project was contingent on "the long-term security of the sustainably managed native forest resource in the region".
"This requires bipartisan support at state and national level for the South-East Regional Forest Agreement that was extended in November 2018 for an additional 20 years and makes a strong case for the region to be included as a Regional Forestry Hub under the federal government's National Forestry Industries Plan."
