Around 2.15pm, two women were walking near the Lyneham shops when a man, who looked to be in his 50s, called out to them.
The women turned to the man and saw that his penis was exposed and he was masturbating.
The man is described as being Caucasian, about 170cm (5'7") tall, of a medium build and bald. The male was wearing blue jeans and a light-coloured checked shirt.
Police urge anyone who may have witnessed the incident or have any information that could assist police to contact Crime Stoppers on 1800 333 000, or via the website, quoting reference 6210844.
