A man who has not held a driver's licence since 1999 will face court next month after allegedly speeding on the Hume Highway near Marulan, north of Goulburn.

The Young resident, 36, was seen by a Highway Patrol officer travelling north on the highway in a white Holden Rodeo just after 9am on Saturday.
Police said the driver was travelling at 137 km/h in a 110 km/h zone.
After the officer stopped the male driver, it is alleged the man swapped seats with a female passenger.
Checks revealed the 36-year-old had not held a driver's licence since October 1999.
The man was charged with exceeding the speed limit by more than 20 km/h as well as driving while never licensed.
He will face Goulburn Local Court on February 22.
The incident comes as a driver died after his semi-trailer overturned near Braidwood on the Kings Highway earlier on Saturday morning.
Double demerits are in effect across NSW and the ACT until 11.59pm on Sunday, with police targeting speeding and mobile phone use.
Meanwhile, two men pleaded guilty to drug and unlicensed driving in the ACT Magistrates Court on Saturday morning.
The 52-year-old and 22-year-old, who were arrested in separate instances on Friday, were released on bail and will be sentenced on February 16 and January 30 respectively.
