The crash happened just after 9am on the parkway near the Cotter Road overpass.
An ACT Policing spokesman said two vehicles are still on the road, with emergency crews working to clear the area.
The spokesman said it was likely going to take "some time" before all lanes reopen.
No injuries were reported.
