Tuesday's photo in The Canberra Times of Dugan drinking on a rooftop and sticking up his middle finger fuelled an angry reaction from fans.
Having been a Raiders fan for 20 years, Sarah Wilson contacted The Canberra Times on Tuesday to say she would be returning her family's memberships. Wilson said she had been forced to hide the paper from her 10-year-old son.
''When we received the paper this morning I hid it because the picture of [Dugan] sticking his finger up is disgusting,'' Wilson said.
''Today [Tuesday] is the actual date of Canberra's 100th birthday, my husband and I wanted to keep the paper and put it away for the grandkids.
''Not only do I have to hide it from my son because that's Josh Dugan sticking his finger up with a bottle of alcohol, but it's ruined that momentous historical day.''
The overwhelming opinion from Green Machine supporters was clear online - they are fed up with the lack of respect being shown by repeat offenders they fear is tearing apart the club's culture.
Canberra United skipper Ellie Brush, playing in Norway, expressed her frustration on Twitter. ''[Dugan's] salary would pay for our entire season budget and we would have to be twice as committed as him,'' Brush wrote.
On The Canberra Times website one commenter said the Raiders would be well advised to adopt Sydney Swans' lauded ''no d---heads'' policy.
