A 20-year-old Turner man reportedly pulled a knife on ACT Policing officers after they spotted him walking along Stornaway Road about 11.30am.
He eventually surrendered after a negotiation and was taken into custody.
He is expected to face Queanbeyan Court later today, but ACT Policing are intending to have him extradited to face court in the ACT.
Police had publicly called on the 20-year-old man to hand himself into police earlier this morning.
That follows a brief court appearance of a 17-year-old youth in the ACT Childrens Court over the alleged murder earlier this morning.
Mr Zhao's body was found outside a block of flats in Braddon about 6.40am Thursday morning.
He was walking along Northbourne Avenue from the Jolimont Centre after returning from a trip to Melbourne about 4am Thursday.
