The victim was driving along Parkes Way about 4.30am, when a lump of concrete was dropped from the footbridge running between Allara Street and Commonwealth Park.
The concrete shattered the cars windscreen, but the driver was able to maintain control and pull to the side of the road.
He suffered a small cut to the head, and was treated by paramedics for shock.
Traffic Operations superintendent Kylie Flower said the incident could have been fatal had it occurred just four hours later.
"Obviously at that time of the morning theres not a lot of vehicles on the road," Superintendent Flower said.
"Had this been at peak hour, it could have had absolutely tragic consequences."
Two teenagers were spotted around the bridge at the time of the incident.
Police believe one was wearing a dark coloured hoodie jumper.
Superintendent Flower said similar actions had caused deaths on NSW roads.
Witnesses are urged to contact Crime Stoppers on 1800333000.
