Fan, 50, of Macquarie, is accused of operating up to five boarding houses that were overcrowded and filthy.
In July last year, ACT health authorities discovered more than 100 tenants, including young children, crammed into rental properties in Melba, Scullin, Macquarie, Downer and Ngunnawal.
The properties were owned by Fan or his ex-partner Li Wei.
Wei has pleaded guilty to one count of allowing insanitary conditions and one count of carrying out a public health risk activity, specifically a boarding house, without a licence.
Fan will next appear in court in October.
