The neighbour watched a 30-year-old Weston man acting suspiciously while leaving a nearby house.
The alleged offender had left the home on a bike, carrying a backpack.
The neighbour confronted the alleged offender as he was leaving the house, and asked if he lived in the home.
The 30-year-old man allegedly replied that he didn't, and the neighbour, with the help of another man, restrained him until police arrived.
Police say the man was carrying items that had been reported stolen from two homes in the area.
He was arrested and charged with two counts of burglary, two counts of theft, and one count of going equipped for burglary, police say.
He will face the ACT Magistrates Court today.
