The teenager, who cannot be named for legal reasons, is believed to have taken her own life at the Richmond Fellowship's Outreach House on Tuesday, November 15.
Police were called to the facility early on the morning of Wednesday, November 16, after the girl had been found dead.
A spokeswoman for ACT Policing said yesterday that the investigation was under way.
The spokeswoman confirmed that a file would be prepared for the coroner.
Outreach House, which is at a confidential location, runs a residential program for young people aged between 11 and 18 who are unable to live at home for various reasons.
Many Outreach House residents have had contact with the youth justice system and the program is wholly funded by the ACT Government's Community Services Directorate.
Richmond Fellowship ACT deputy chief executive Heide Seaman was tight-lipped on the incident yesterday.
''There is not much we can say because we have consideration and privacy issues,'' Ms Seaman said.
A spokesman for Community Services Minister Joy Burch said that the department was waiting for an incident report and an internal review from the Richmond Fellowship before it decided on further action.
''The Richmond Fellowship are completing incident reports and these will be considered by the Community Services Directorate, along with an internal review of this matter,'' the spokesman said.
