The ACT Government-run trial stemmed from a review into the territory's taxi industry and aims to offer Canberrans a broader range of services.
Attorney-General Simon Corbell said the trial would determine whether or not the taxi operation, which had no affiliation to Canberra's two taxi networks, would offer better services at cheaper costs for drivers.
''A number of taxi operators made submissions to the review stating that taxi networks charged excessive fees but provided limited services in return,'' Mr Corbell said.
''The Government is keen to work with the local taxi industry to see the industry remain competitive and to serve the needs of all Canberrans.''
Taxis operating under the scheme will be clearly marked so customers know whether they're hiring a network affiliated or independent taxi.
New service standards will apply to independent drivers. Mr Corbell said experienced taxi operators, with a good track record of compliance with taxi legislation, would be eligible to participate in the trial.
Mr Corbell said once minor amendments were made to the relevant taxi regulations, interested taxi operators could apply to the Public Transport Regulator, Officer of Regulatory Services, to become an independent taxi operator.
