Plans have been lodged for a $40 million development that will replace the former WIN News TV studio in Kingston with new apartments.

The new development, which will also take in the Maggie Shepherd building next door, would include one, two and three-bedroom apartments.
Plans lodged with the ACT government also show the development would include a $165,000 cinema for residents, along with a nearly $200,000 communal kitchen and residential dining area.
Two levels of basement car parks would also be built at the site to fit 210 cars, as well as a garden and outdoor barbecue area on the ground floor.
While planning rules for the area state a four-storey maximum height limit is in place, development application documents say the development was "compatible with existing or future desired character of adjacent development".
"The sitting and design of the proposed development is considered appropriate in context with its intended function," the planning documents said.
"Apparent bulk and scale and visual prominence will be effectively softened."
The development application comes following months of consultations with nearby residents and businesses, after a draft plan was developed earlier this year.

The TV network put the former studio on the market in 2015, ahead of WIN's move to a new site in Fyshwick.
The site was sold for $2.44 million to the owners of the neighbouring site, Boss Constructions, after it was originally passed in at auction.
The recent development application was not the first time plans for the site have been lodged with the government.
Plans were submitted in 2016 for an apartment complex with a similar number of units, with a three-level basement car park.
Designs for the 2016 proposal was met with complaints from nearby residents, raising issue with the height of the building and overshadowing.
The new design will come with seven extra apartments compared to the 2016 plan.
It's expected the new development would include 13 one-bedroom apartments, 99 two-bedrooms apartments and and 22 three-bedroom apartments.
The mix of apartment numbers was changed from the consultation phase to provide more two-bedroom units.
Traffic reports submitted with the recent development application says the impact to surrounding residents would be minor, saying the development "provides residents... with flexibility for their path of travel to and from the development".
Submissions for the application close on September 16.
