Tourism Research Australia on Wednesday found NSW had 37.2 million domestic overnight visitors and 4.4 million international visitors in the year ending June 2019 - the highest ever numbers in both categories.
The state remained the most-visited in Australia.
Tourism Minister Stuart Ayres said in a statement that the two groups had spent a combined $33.9 billion in the state over the 12 months.
Mr Ayres said high-spending arrivals from the US and Japan had grown. Those two countries along with China, New Zealand and the UK were the top five sources of international tourism to NSW.
Regional NSW hosted almost 27 million overnight visitors in total.
"In the latest survey NSW has reached its highest ever lead over Victoria and Queensland in terms of domestic overnight expenditure, proving that Australians love the Harbour City and the many unique experiences and landscapes of regional NSW," Mr Ayres said.
