The Greens haven't learned from voting against the former Labor government's emissions trading scheme, opposition senate leader Penny Wong says.

Monday marks 10 years since the defeat of the proposed scheme, which was voted down by the Greens after they demanded more ambitious emissions targets.
"They just want to shout at people and I don't think that's going to lead to action on climate change," Senator Wong told ABC's Insiders on Sunday.
"The thing that is quite clear, is that neither the coalition nor the Greens political parties have learned the lessons of the last decade."
Federal Greens leader Richard Di Natale said his party had reached out to Labor during the last election to work on climate policy.
"But they weren't interested," Senator Di Natale said.
"We remain concerned that Labor is preparing the ground to weaken their policy at a time when we need stronger and more urgent action."
Senator Wong, who was then the climate change minister, said that 2009 vote and what happened since then showed parliament needed to find common ground to act on climate change.
She said the Greens had to decide whether they would look for that common ground or make it their political objective to take votes from Labor.
"They haven't learned that we have to persuade people," she said.
It comes as one of the architects of the scheme repeated his comments that power prices would be cheaper now if the Carbon Pollution Reduction Scheme had passed parliament.
Former public service boss Martin Parkinson told Nine newspapers the policy uncertainty since had scared away investment in the renewable sector.
"What we've seen is a constant rejection of different architectures because certain groups like the Greens believe that the targets are inadequate," Dr Parkinson said.
The bill for the scheme failed to pass the senate in 2009 after Labor failed to get the Greens on side.
