Public consultations have opened for the variation that would set out future development codes on Northbourne Avenue corridor between the Mouat and Antill streets and Barry Drive and Cooyong Street intersections.
It is one of the final steps required for the ACT government to administer its long-term planning vision for Northbourne corridor.
The territory plan variation would allow for planning policies proposed in the City and Gateway Urban Design framework to be implemented.
The wider framework would pave the way for the construction of 37,000 new dwellings on Northbourne Avenue corridor.
Building heights would also be revised to up to 48 metres on sections of the corridor.
Land in the proposed precinct code is currently bound by the Northbourne Avenue and Inner North precinct code. The variation would see the two merged to create the new code.
Sites in Braddon and Turner, which are not bound by either code, will also be incorporated into the new Northbourne Avenue Corridor precinct code. The proposed territory plan change would remove "shop" as a prohibited use for Section 43 in Turner and Sections 18 and 19 in Braddon.
The Braddon and Turner sites are the former home of the Northbourne Flats public housing site. An attempt to redevelop the plots this year failed after the preferred tenderer could not meet the reserve price.
Updates to the Braddon, Turner, O'Connor, Dickson and Lyneham precinct codes would be required to "maintain consistency" with the changes.
The draft variation paper said reasons for the amendment included that it would "permit a greater range of commercial; retail uses in sections close to the city" and it would "consolidate the planning policy provisions applying to the Northbourne Avenue corridor".
The variation would make the territory plan consistent with the National Capital Plan. An amendment to the National Capital Plan was also needed for the implementation of the framework. Amendment 91 was approved in April.
Submissions for the draft variation proposal are open until February 28.
