The single engine air tanker was on its way to fight the Orroral Valley fire when it dropped 2500 litres of retardant on Parkes Way at 3.30pm.
After hitting gusty winds near Lake Burley Griffin it released the retardant at the south-western end of Anzac Parade.
Fire retardant fell on the car park at Rond Terrace and Anzac Parade at Rond Pond.
The ACT's emergency services agency said pink dust may have covered a number of vehicles.
ACT Fire and Rescue and the environmental protection authority are on the scene of the retardant drop.
Emergency Services Minister Mick Gentleman said the pilot returned to Canberra Airport unscathed.
"There is a clean-up happening at Rond Pond at the moment so traffic will be disrupted around that area this afternoon," Mr Gentleman said.
The Emergency Services Agency said the retardant was non-toxic.
"There is no immediate risk to the health and safety of people or property," it said.
"If irritation occurs seek medical advice at your GP or walk-in centre.
"Anyone who has been directly affected is advised to wash their vehicle down with water."
ESA commissioner Georgeina Whelan described the spill as an "unfortunate incident".
