ACT police's organised crime taskforce, Taskforce Nemesis, arrested a 31-year-old man in Watson about 7am on Thursday over the November 21 incident.
The alleged attack involved a house fire at a property on Chirnside Place in Kambah.
The man was charged with nine offences, including arson, acts endangering life, aggravated burglary and participating in a criminal group.
He will appear before the ACT Magistrates Court later on Thursday, where police are expected to oppose bail.
Thursday's arrest comes a day after police arrested Aofangatuku Fatafehi Finau Langi at a home in Kaleen over the same incident.
Mr Langi was charged with arson and attacking the alleged victim, named as Alexander Victor Miller.
Miller is a former member of the Canberra Comanchero bikie gang, who defected to the Nomads.
Mr Langi appeared in court on Wednesday in relation to the incident, where he did not enter any plea.
His case was adjourned until Friday, where he is expected to apply for bail.
Police are still appealing for witnesses to the incident to come forward and contact CrimeStoppers on 1800 333 000.
