Hudson Young is set to return from an eight-game ban, joining Guler on the bench for the Raiders' clash with the Sea Eagles at Campbelltown Stadium on Sunday.
Corey Horsburgh will return to the starting side at lock, with Sia Soliola shifting into the front-row while Dunamis Lui and Bailey Simonsson drop out of the 17 and onto the extended bench.
Simonsson's absence sees Jordan Rapana hold his place on the wing outside Jarrod Croker.
One of Canberra's biggest challenges will be shutting down the likes of Daly Cherry-Evans, Dylan Walker and Tom Trbojevic when the top eight sides lock horns.

Manly's classy backline will look to take advantage of a tiring opposition, which leaves Guler determined to give the Raiders a crucial injection of energy when he gets the nod from coach Ricky Stuart.
"[Stuart's message] is just to bring a bit of energy. The boys have already been out there for 20, 25 minutes by the time I go on," Guler said.
"[He wants me] to bring that bit of spark for the boys who have been on for a bit and change the game a bit. I'm not trying to be a hero or do anything crazy, but just get on and bring energy.
"It's going to be tough, that's expected after the way we went last year. A lot of people have proven themselves, everyone is a trustworthy player and the players have trust in each person.
"It's just about playing well now. If everyone is playing well, it's going to be tough for the coaches.
"Manly has been going really well. They've got a few young guns as well, that will be a good test for us to see how we go. They've been playing really good footy so it will be good to see if we can be consistent with what we're doing."
Manly coach Des Hasler has been forced to make a raft of changes with Martin Taupau (dislocated thumb) and Moses Suli (finger) ruled out.
Brendan Elliott comes in at centre and Addin Fonua-Blake will look to set the tone in the front-row. Curtis Sironen returns in the second row for Corey Waddell and Morgan Boyle joins the bench.
Stuart has opted to keep Englishman Ryan Sutton in the 17 after his strong return to the fold last week in what was his first NRL game since round 25 last year.
"We have got such a good team here with loads of competition week in, week out. It's going to be a tough headache for the coach, but that's the good thing we've got in this squad," Sutton said.
"We've got that depth and we've got the players that can fit in here. There's always going to be time in the future for players to get in and out, he's spoken about it too, he's going to rotate the middles.
"It wouldn't be ideal if I was out of the team but I know the boys would do the job, and hopefully I'd be in in the near future again."
