Papalii has been hit with a grade one contrary conduct charge for the incident, which carries a $900 fee for an unsuccessful challenge or $700 for an early guilty plea.
It happened during a heated period in the first half after a melee erupted following a scrum.
Papalii and Warriors prop Lachlan Burr got involved in some push and shove following the scrum, with both sides then piling in.
The Queensland State of Origin star then grabbed hold of Harris's hair during a tackle a few minutes later.
No other Raiders face any charges from the game.
The Raiders are waiting to see how England international John Bateman's elbow pulls up today after it got caught awkwardly in a tackle.
Former Raider Jack Murchie was charged with a grade one careless high tackle on Raiders winger Semi Valemei, which carries the same penalty of Papalii's charge.
But Warriors prop Isaiah Papali'i escaped sanction for a late shoulder charge on Raiders fullback Charnze Nicoll-Klokstad.
