He is also accused of stalking a woman who confronted him about his behaviour.
The alleged antics of Holt man Deane Richard Roach, 43, left observers feeling physically sick, according to documents tendered to the ACT Magistrates Court.
Mr Roach appeared in court on Tuesday morning, charged with 13 offences dating back to June 14.
On that date, he allegedly showed off his naked body "in a proud stance" at Club Lime ANU while in the same pool lane as a horrified swimmer who felt "like she could vomit" as she passed him to perform a tumble turn.
When approached by a lifeguard, Mr Roach apparently claimed his clothes were inside his car and that the vehicle had been stolen.
Mr Roach is said to have declined an offer of swimming attire from lost property, telling the lifeguard: "I didn't realise I had to wear clothes."
Police claim Mr Roach then went to the Aqua Harmony pool in Kambah on July 10 and took part in an Arthritis ACT hydrotherapy session before exposing himself to a woman while getting dry.
When he came back five days later, there were several alleged incidents. These are said to have included Mr Roach wearing see-through underwear and defecating in the water, resulting in the pool being closed for more than a day to undergo "decontamination".
Mr Roach was subsequently warned by Arthritis ACT in a July 27 email that his membership would be cancelled "should he continue to conduct himself in this manner".
He allegedly responded with an angry phone call to the woman who had contacted him, before "hovering around" her office the next morning and demanding to speak to her.
"The defendant was furious, speaking quickly and was outwardly aggressive," police allege in court documents.
A short time later, Mr Roach was informed that his membership had been cancelled.
He is accused of maintaining a persistent presence nonetheless, lurking outside the woman's office until she went to police on August 4 and reported feeling "shattered and emotionally exhausted".
More than a month later, on September 5, Mr Roach's offensive behaviour allegedly went beyond aquatic environments and into the Coles supermarket in Greenway, where he is accused of "fondling his genitals" and urinating on a bin.
Two days later, according to police, he stood naked in a thoroughfare at the Stromlo Leisure Centre and tried to walk into the women's changing rooms.
Police say Mr Roach left before staff could speak to him, only to return on September 11 and go for a swim while holding his swimmers instead of wearing them.
Though this was reported to the manager, Mr Roach was allegedly back again on September 14 wearing "ripped underwear".
When eventually confronted by staff on September 27 and told he had been banned from the centre for a year following multiple complaints, Mr Roach allegedly asked whether it was "because of his skimpy underwear".
"I guess the kiddies wouldn't like that," he is said to have told a staff member before leaving.
In court documents, police say the evidence against Mr Roach includes CCTV and an array of witness statements.
When arrested and interviewed on Monday, he gave police explanations for some of the alleged incidents and denied others entirely.
He rejected suggestions he had defecated in a pool, and said he could not recall urinating at Coles because he was drunk.
Police have charged Mr Roach with crimes including stalking, four acts of indecency and three counts of indecent exposure. The alleged defecation has also resulted in a property damage charge.
When Mr Roach signalled an intention to apply for bail on Tuesday, Magistrate James Stewart referred him for a mental health assessment.
He will remain in custody until the assessment has been completed.
