Opening up the Australia-New Zealand travel bubble is a "win-win" for both countries, Prime Minister Scott Morrison says.

For about six months Kiwi arrivals have been able to visit Australia without undertaking quarantine.
That arrangement will be reciprocated from April 19, when visitors from Australia can cross the Tasman quarantine-free.
"It is a win-win outcome for the trans-Tasman travel to be open," Mr Morrison told reporters in Canberra on Tuesday, after New Zealand leader Jacinda Ardern confirmed the bubble start date.
"Both countries benefit from that occurring.
"And all in time for Anzac Day ... which is tremendous, to see that occur in the true Anzac spirit of our two nations coming together again."
Ms Ardern announced a traffic light style system to guide Kiwis while travelling overseas, saying they may be subjected to prolonged stays in Australia or be required to quarantine on return in the event of outbreaks.
"Quarantine-free travel will not be what it was pre-COVID-19, and those undertaking travel will do so under the guidance of 'flyer beware'," she said.
"People will need to plan for the possibility of having travel disrupted if there is an outbreak."
Travellers will not be required to produce a negative test before travel but that may change in the case of outbreaks.
The two leaders first aimed to create a two-way travel bubble last May.
Mr Morrison said authorities were also looking at Singapore, Japan and South Korea as other potential destinations for a travel bubble.
"But at this stage we are not in a position to move forward on any of those."
