The cluster has grown to nine prompting health authorities to enforce masks indoors across seven local government areas.
Masks are also compulsory on public transport until at least Thursday in greater Sydney, Wollongong and Shellharbour.
Meanwhile, Queensland recorded one new infection, in a flight attendant.
Victoria didn't report any new local COVID-19 cases on Sunday but seven businesses have been shut down for "blatant" violations of COVID rules, including a retail store in St Albans and a beauty parlour in South Melbourne.
Authorities say more than 160 breaches of QR-code rules have been detected over the past week, while officers have handed out more than $50,000 in fines over the past three months.
Also in Melbourne, police officers used borrowed pushbikes to chase down teenagers who fled from a stolen car.
For businesses affected by recent severe storms in Victoria, government grants are now available.
On the west coast, four-year-old Tharnicaa Murugappan has been reunited with her family.
The Tamil asylum-seeker family are being held in a community detention residence in Perth, anxious to return to their hometown of Biloela in Queensland.
Tharnicaa was medically evacuated from Christmas Island to Perth Children's Hospital two weeks ago and was released on Sunday.
About 150 people demonstrated in Canberra this weekend about the treatment of the Murugappan family.
