Former Canberra man Roger Eric Olsen, 56, released after already serving jail time for indecent act on child

Roger Eric Olsen, 56, appeared in the ACT Magistrates Court on Friday after he pleaded guilty to one count of committing an indecent act on a person under 16 years.

Agreed facts tendered to the court state the offending happened in the 1990s when Olsen was still living in the ACT. He has lived in Queensland since.

The victim was sleeping one night when he rubbed her clothes on her vagina.

When he realised she had woken up, he stopped but stayed there for a while longer before leaving.

It was dark but there was enough light for the victim to see it was the defendant before she turned to face away.

In mid-2018, the now adult victim went to police about the offending.

In reading her impact statement to the court on Friday, the victim said Olsen ruined her childhood.

"I no longer felt safe, secure, happy and cared for and started experiencing symptoms of OCD, which continue to cripple me and impact my life to this day," she said.

"Your conduct was disgusting and completely inexcusable."

The victim said she had developed numerous psychological conditions, including major depressive disorder and severe insomnia, that had impacted her life as a mother and relationships with others.

"Instead of being able to enjoy the birth of my first child, I was crippled with PTSD and anxiety," she said.

"Having my own child was very triggering for me, as it hit home the reality of what had been done to me. I was highly anxious for her first few years of her life - due to the fact that there are people like you out in the world."

She said that the knowledge of Olsen being in prison "gives me some solace".

"Really, though, this can never recompense for the damage you have done to me and my life," she said.

The victim's mother also read her impact statement, describing Olsen's offending as "so repulsive beyond comprehension".

"That an adult like you ... turns out to be a monster," she said.

"The mention of your name makes (the victim) cringe with utter disgust. The pain and suffering and the anguish you have inflicted on (her) is beyond recovery."

The victim's mother said the psychological impacts from the offending were the "visible scars you have caused".

"Despite all this trauma, I sincerely commend her for her great sacrifice ... of bring your molestation to light," she said.

Magistrate Louise Taylor sentenced Olsen to four months' jail, backdated to March this year and expiring in July.

"The very significant aspect of this sentencing exercise is the recognition of harm," Ms Taylor said.

"The court has listened carefully and heard very clearly the profound impact that this offence has had on the victim. She identified the very significant trauma and I must recognise that."

Ms Taylor said the impact "reveals the tentacles of trauma that affects families when this sort of conduct occurs".

She said she also considered Olsen's upbringing, personal circumstances, guilty plea, remorse and lack of a significant criminal history.

The court also heard a pre-sentence report assessed Olsen at a medium risk of sexual reoffending.
