Calls for submissions have been opened as part of the review, which is held in every parliament following an election.
As part of the review, the real-time disclosure of political donations and a lowering of the disclosure threshold to $1000 will be debated as part of the terms of reference.
Other terms of reference include the potential for truth in political advertising to improve integrity, along with the creation of a single electoral roll for all federal, state and territory elections.
The lifting of electoral participation and enfranchisement among Indigenous people will also be discussed, along with accessibility of enrolment and voting for people with disabilities.
Chair of parliament's joint committee on electoral matters, Labor MP Kate Thwaites, said the election review would ensure Australian democracy remained strong.
"This review is an important opportunity to examine how things worked during the last election, including areas that could be improved for future elections," she said.
"It helps to ensure the conduct of our elections is accountable and transparent and supports public confidence in our electoral system and our democracy."
Advocates have long pushed for an overhaul of political advertising laws, with the electoral act not requiring parties to be truthful.
The act only prohibits parties to not mislead or deceive voters when it comes to casting a vote.
Submissions to the review are open until October 7, with public hearings to follow.
