Anthony Albanese said a key priority for leaders at the August 16 meeting in Brisbane would be to discuss increasing housing supply and affordability across Australia.
They are also expected to discuss how to improve renters' rights across the country.
The Greens are pressuring the federal government on the matter and have delayed support for a key housing bill in parliament.
A proposed $10 billion housing fund would deliver 30,000 social and affordable homes in its first five years, with 4000 for women and children at risk of domestic violence.
The plan was blocked by the coalition and Greens in June, with the minor party demanding a nationally agreed rent freeze, more rights for tenants, and increased funding for public housing in exchange for their support.
The national cabinet meeting could lay the groundwork for further negotiations with the Greens when parliament returns in September.
Leaders will also discuss health system reform, before a dedicated meeting on the matter later in the year.
